Center Avenue from the south line of Fifth Street to the north line of Eighth Street; Eighth Street from the east line of Center Avenue to the west line of Radloff Avenue; Cornell Avenue from the north line of Eighth Street to the south line of Sixth Street; Sixth Street from the west line of Cornell Avenue to the east line of Center Avenue; Freeman Avenue from the south line of Seventh Street to the north line of Eighth Street; Eighth Street from the east line of Freeman Avenue to the west line of Longview Avenue; Longview Avenue from the north line of Eighth Street to the south line of Seventh Street; Seventh Street from the west line of Longview Avenue to the east line of Freeman Avenue; and all streets and alleys within the areas so described are established as school safety zones.

(a)   Except as provided in subsection (b), during the period from the first day of September to the thirty-first day of May of each year, and any other period school is in session, it is unlawful for any person to operate a motor vehicle, or any other type of vehicle within the school safety zones established in Section 14-401, at a rate of speed in excess of twenty (20) miles per hour.

(b)   On Eighth Street, the speed limit shall be twenty (20) miles per hour only when school is in session (as indicated by a flashing sign), and the speed limit shall be thirty (30) miles per hour at all other times.

The police department shall place such signs or signals describing school safety zones, as may be required, and no person shall wilfully deface, injure, move or interfere with any such sign or signal.
