That certain document, three copies of which are on file and are open for inspection of the public in the office of the city clerk of the city, being marked and designated as “Uniform Sign Code, 1991 Edition,” published by the International Conference of Building Officials, excluding Sections 301 and 302, is adopted as the code of the city regulating and controlling the design quality of materials, construction, location, electrification and maintenance of signs and sign structures in the city and each and all of the regulations, provisions, conditions and terms of such “Uniform Sign Code, 1991” published by the International Conference of Building Officials which is on file in the office of the city clerk is referred to, adopted and made a part hereof as if fully set out in this chapter.
